Dr M M Kutty is Secretary to the Government of India in the Ministry of Petroleum and Natural Gas. He is a member of the Indian Administrative Service with over 34 years experience at the State and National levels. He has held crucial positions in the Federal Government including in the Ministry of Urban Development, Ministry of Environment, Forest & Climate Change and Ministry of Finance, Government of India. He has also served as Chief Secretary to the Government of National Capital Territory of Delhi.
His international experience includes serving as Bureau Member and Vice President of Asia Pacific Region for ICCM-5, Strategic Approach to International Chemicals Management (SAICM). Dr. Kutty also served as Director in the Board of Asian Infrastructure Investment Bank (AIIB), Beijing and New Development Bank (NDB), Shanghai as well as Member in the Board of Green Climate Fund (GCF), Songdo, South Korea.
Dr Kutty holds MA in Rural Social Development from University of Reading, United Kingdom and Ph.D in Agriculture from Indian Agricultural Research Institute, New Delhi, India.
